The treaty provides that "mutual respect for their rights in the Pacific region's island territories and territorial territories" and "disputes between States parties over an issue in the Pacific" shall be resolved by convening a meeting of States parties. In the face of any threat to the rights of States parties in the Pacific region, States parties shall take effective measures in consultation.

It also provides that "the agreement concluded between The United Kingdom and Japan in London on 13 July 1911 shall be terminated."

On the same day as the signing, a joint statement issued by the four countries stated that the conclusion of the above-mentioned treaty could not be considered as an agreement by the United States to the terms of the mandate. The move shows that the United States is not bound by the Versailles system.
