Refers to the neo-colonial program put forward by US President Harry S. Truman in his State of the Union address on March 12, 1947. It declared that the United States had a "mission" to lead the "free world" and "assist" the "revival" of certain countries in order to "prevent the infiltration of communism." Together with the Marshall Plan, it formed the basis for the US aggressive and expansionist policy in the name of 'aid' before launching the war of aggression against Korea.
